Texas State Appraisal District Tax Parcels

Texas appraisal districts have a duty to accurately identify and value personal property. The result of this is breaking down personal property into parcels, which can be taxed. The CAD must then divvy up the taxes paid to the entities that need them. Taxes are typically given to the county, MUD, and school district for a given area. In 2024, Texas had around 23.22 million parcels, for an average of 90, 622 parcels for every county.

For handling so much money and property, the Texas appraisal districts are understaffed. With only 2418 for 23 million parcels, it is an understatement to say that the CADs are stretched thin. Averaged out, that translates to 9,601 parcels for every appraiser. If each appraiser works 220 days a year, that means they must appraise 43 parcels a day.

Texas appraisal districts aim to reevaluate property values every three years. With their small number of FTE employees, this can be an arduous task. 18.94 million parcels were appraised in 2024, down slightly from 19.23 million in 2023. The make up for this shortfall, the CADs must use techniques like computer-aided appraisal, drones, and guestimates. This leaves a lot of wiggle room that appeals can exploit to help lower the taxable value.
